Configuring Access Permissions for Oracle Monitoring

Oracle provides a set of performance counters available for the database SYS administrator, which are called dynamic performance. Iotellect Network Manager uses this data for performance metrics. Only the SYS user or another user with SYSDBA role has access to the dynamic performance table. Although these views seem common database tables, they are not. These views provide data on internal disk structures and memory structures. You can choose from these views, but you can never update or change them.
